A signal is information about a change in the environment or in the operator's own state. A command is an instruction to act — and commands belong to the operator, not to the environment.

The condition under pressure in which an incoming signal is treated as an instruction rather than as information: the operator acts directly, without the brief act of reading that converts data into a chosen response.

Why pressure performs this substitution

Pressure compresses time and narrows attention. Acting on the first signal resolves the discomfort of uncertainty; the relief is real, the decision is not.
